Brutal seventh: Kenya

Article Abstract:

The attack of government security forces on demonstrators celebrating the seventh anniversary of the end of the single-party system in Kenya has resulted in international outrage over the use of violence in quelling government criticisms. The July 7, 1997 attack was sanctioned by President Daniel arap Moi, the target of the pro-reform lobby in 1990 who continues to hold power through force. The attacks have undermined confidence in Moi's government, which clouds delivery of the $37 mil portion of the three-year $220 mil loan agreement it negotiated with the International Monetary Fund.

Kenya's Pres Daniel arap Moi submitted to elections in Dec 1992 after 14 years of unchallenged rule, but has since used his rights to restrict democracy. He appointed only loyal party members to his cabinet, hired loyalists who lost in the elections and suspended Parliament after one day.
