Cheney turns up rhetorical heat on Putin

Article Abstract:

Vice President Dick Cheney of the United States has criticized Vladimir Putin and Russian economic policy by saying the oil industry has been used as "tools of intimidation or blackmail." International relations between Russia and the United States are at a low, as Mr. Putin views Western influence on former Soviet countries with suspicion and the tight hold on the petroleum industry by the Kremlin is not seen as positive for foreign investment by the United States.
