China unveils rules on BOT projects

Article Abstract:

China's rules for implementing build, operate and transfer (BOT) projects are to be formalised in an attempt to increase foreign investment, while reducing financial risks to the Chinese government. The use of foreign capital will initially be directed at infrastructure, such as power plants and communications. Power station Laibin B is one of the first projects to benefit from BOTs. A consortium of Electricite de France and UK-owned GEC-Alsthom has raised international credit of $160 million to run the plant for 15 years.

Legacy of the Dabhol power project

Article Abstract:

The Dabhol power project was conceived by Enron following initiatives from the Indian central government. The project was then to be implemented through the Dabhol Power Company (DPC) as a 'fast track' project. However a review followed the election of the opposition Shiv Sena/BJP Alliance and the Munde committee recommended the scrapping of the project. Renegotiation meant that the Dabhol power plant was transformed into an inexpensive sizeable power project, from being one of the most expensive.
