South Korean Pres Kim Young Sam continued his campaign to bring the military under complete civilian control with a speech on armed forces day, Oct 1, 1993. Kim urged the creation of a new military devoted to protecting the country and its nascent democracy, not to protecting the power of dictators as in the past. The National Assembly acted on Kim's exhortations by scrutinizing two military agencies that once exercised great political power, the Defense Security Command and the Capital Defense Command.
