Article Abstract:

Reactions of the members of the European Union (EU) towards the conflict in the former Yugoslavia should be more positive and it should be remembered that the Balkans are part of Europe. The EU can strongly influence trade prospects for Serbia, Bosnia and Croatia by acknowledging the complexity of the situation. Separately, political union within the EU should not lead to greater centralisation but should result in more democracy, thus giving the European Parliament the powers to focus on issues that are of common concern.

Commentary: a crowded agenda

Article Abstract:

The European Union's (EU) intergovernmental conference is due to open in Turin on 29 Mar, 1996. Its public aim is to rationalize the Treaty on European Union which was adopted at the beginning of 1994. However, a similarly pressing problem that must be addressed is the EU's cumbersome decision-making structure. It is recognised that as the EU becomes larger, unanimity will be more difficult to achieve and the conference must reach a conclusion on this issue.

Commentary: the forthcoming IGC must explain the EU to its citizens

Article Abstract:

The intergovernmental conference (IGC) on the future of the European Union will make changes such as the balance of voting between larger and smaller nations, accepting that the Council of Ministers is a legislative body, reducing the number of different legislative procedures and clearly defining the role of the Commission.
