Development impacts and obligations

Article Abstract:

Research into planning gain, conducted at Newcastle, UK, University, sponsored by the Rowntree Foundation, indicates that public expenditure cannot be replaced by compensation and impact alleviation. The research clarifies the three competing rationales involved: the adverse impacts of development, the implementation of planned development, both of which are cost-related, and profit, and also reviews the kinds of obligations under discussion, discusses operational issues, and gives recommendations whereby practice can be improved and confusion about rationales be minimised.
