Dobson's choice: health

Article Abstract:

National Health reforms proposed by UK Health Secretary Frank Dobson are actually subtle reworkings of the system often criticized by Labour. The central issue is the elimination of the internal market, which allows general practitioners (GPs) and local authorities to purchase services from hospitals and clinics. Under a proposal announced on Dec 9, 1997, primary care groups consisting of roughly five GPs will still purchase services, but also reduce costs. The new plan cuts management costs to between 3 and 10 pounds sterling per patient per year. The cuts may be short-sighted, as a study shows costs must be more than 3 pounds to ensure good service.
