Article Abstract:

The European Commission is to investigate anti-competition allegations relating to Deutsche Post, the German post office. This follows complaints from competitors and United Parcel Service. Deutsche Post argues that it has to use cross-subsidies because it provides a public service, and this is not illegal since the subsidies are from within Deutsche Post itself. The company is to be floated on the stock market in 2000, and aims to reduce costs for mail, and grow through acquisitions to achieve economies of scale in other activities.
