Measures used to combat illegal drugs have not always been effective, though supporters point to drug seizures as successes. Critics argue that there should be a focus on harm reduction, and education to deter younger potential users, since the cost of seeking to eradicate all use is too high. A number of medical experts have given evidence and opinions favoring decriminalization of some drug usage, but this has tended to be ignored for political reasons.

Colombia may not be decertified in 1998 by Pres Clinton for its efforts in reducing illegal drug traffic. The country has made several changes to its policies and public sentiment has changed to place blame on drug users rather than the suppliers. Changes to the certification program are proposed.
