Michael Kopper's plea bargain deal with the government in the Enron affair has left him with considerable assets. Kopper has been an important witness for the prosecution. Prosecutors must balance the costs and benefits in plea bargaining.

Native American casinos are regulated by the tribes who own them, with very limited state and federal control. As the number of casinos expands, so does concern over the potential for improprieties and criminal activity.
