California governor, Pete Wilson, has aroused hostility among Latinos, portraying immigrants as scroungers. The population of California will be 40% Latino and 39% Anglo by 2000, and there could be an absolute majority of Latinos by 2020. Republicans can still obtain Latino support, and the Republican focus on family values is one possible attraction that Republicans may have for Latinos. Latinos also aim to buy their own homes and set up businesses, and this could also mean that Republicans offer attractions.

Gray Davies, governor of California, is the first Democrat to hold this post for 16 years. The Democrats used an advertising campaign to portray the Democrats as favoring assault rifles, large tobacco companies and heath maintenance organizations, and opposing abortion choice, public schools and measures to protect the environment. Advertising carries weight in California due to lack of serious content in news reports. Davies has used criticisms of his being dull as a strength by emphasising his experience.
