Article Abstract:

The Syrian government has expressed its willingness to engage in bilateral negotiations with Israel concerning the disputed Golan Heights region. Pres Assad's former insistence on a complete Israeli withdrawal from the region prior to negotiations had been a serious impediment to peace.

The question of succession of Pres Assad since the accidental death of his eldest son and designated successor, Basil, in 1994, may lead to a power struggle in the Syrian government. Assad's commitment to Arab solidarity and cautious approach to peace talks with Israel are discussed.

Assad staged a change of cabinet in Syria but actually added only one member. These actions were a reaction to the Labour Party victory in Israel, which is expected to change the Arab-Israeli Peace Talks slightly.
