Observers are citing a recent directive from China's Supreme Court as an indication of the country's drift towards international legal norms. They state that the directive, which bars lower courts from nullifying arbitration awards without its approval, would be a big help to foreign firms trying to collect money awarded by international arbitration tribunals. Foreign businessmen have long been complaining of this particular problem with local Chinese courts.

Japanese property tycoon Minoru Mori spurns concerns of real estate surplus as he pursues plans to build the world's tallest skyscraper in Shanghai, China. The property glut has reduced office rents by half since 1995 and property agents forecast rents will keep on declining by a maximum of 20% per year until 1999. The $750 million project, partly financed by the Japanese government, lends credence to Shanghai's future as the financial hub of China.
