Article Abstract:

The conflict in Iraq has been overshadowed by events in Yugoslavia, but ordinary Iraqis are hit by sanctions, and efforts to deal with obstacles to ending sanctions have not been successful. The arms inspectors who were in Iraq prior to the Dec 1998 bombing campaign haveleft the country. Some sort of weapons inspection is needed for sanctions to be eased. US planes are still bombing Iraq and seeking to weaken the army. Crops have been affected by drought, and hunger is a real threat, while appeals for aid have not been listened to.

Article Abstract:

It is clear that it is now time to take a new approach to dealing with the threat posed by Iraqi leader Saddam Hussein. Sanctions have proved ineffective in restraining Hussein's activities, and at least some of them should be lifted. In this way, pressure on ordinary Iraqis would be relieved while pressure would be maintained, or intensified, on the Iraqi regime. Lifting some sanctions would at least mean that Hussein loses a valuable propaganda weapon.
