Freedom of speech, a la francaise

Article Abstract:

The decision by a judge in Toulon, France, to ban two lead singers of Nique Ta Mere, one of France's most popular rap groups, from performing for six months for insulting the police has attracted considerable controversy. Left-wingers have stated that the decision represents an infringement of the freedom of expression, while right-wingers have welcomed the decision, regarding it as an indication that the government does not wish to appear weak. Article 11 of the 1789 Declaration of Human Rights states that French citizens have the right to speak freely, but also states that legal action can be taken if people abuse this right.

Article Abstract:

The United Kingdom prime minister, Tony Blair, argued in favor of open government before he took on his post. A white paper was published in Dec 1997 which appeared to favor greater openness, but there is a move from a number of politicians and civil servants to weaken the proposals. There is also the danger of delays which mean that there are more opportunities to change the bill. A draft bill was to have been published in Sep 1998, but this timetable may not be adhered to.

Article Abstract:

Nuclear power has become the main energy resource of France, and this dependance creates several potential risks. Reliance on nuclear power creates inflexibility, and the general nuclear reactor design used in France could lead to flaws that would appear in large numbers.
