In search of a way

Article Abstract:

Governments have privatized activities that were previously seen as unlikely to be privatized due to political opposition. This could also be the case for social insurance. The sale of some welfare activities and assets could bring cash for governments. It is more difficult to persuade people to pay into private welfare accounts if they also have to pay into a government fund to provide welfare for others. There is a need for a debate on these issues and for honesty from governments.

Article Abstract:

Former UK Minister for Welfare Reform Frank Field, who has resigned from the government, had gained a reputation for being a strong source of specific policy ideas. However, as a minister he was unable to produce fully workable and costed policies. The fact that he now has the freedom of a backbench MP will fuel the debate on welfare reform. It will be necessary for the government to take his views into account as it considers plans for stakeholder pensions.

The best route to welfare reform: Wisconsin's plan in flawed, but essential

Article Abstract:

Both the Republican-controlled Congress and Pres Clinton have talked of their intentions to reform welfare, but little action has taken. Pres Clinton has expressed his admiration of Wisconsin's welfare plan, although he reportedly objects to a few of the specifics.
