French nerves a-jangling: the 1997 budget is meant to lead France into Europe's currency union by 1999 - but it won't take much to blow the country off course

Article Abstract:

French Pres Jacques Chirac and Prime Minister Alain Juppe unveiled the 1997 budget on Sep 18, 1996. The budget will make spending cuts of $11.6 billion in various services in an effort to bring down France's deficit to 3% of GDP by Dec 1997, and meet the European Union's single currency requirements.

The French are returning from summer vacations in a generally pessimistic mood, as the country's economic difficulties continue. Unemployment is at 12.5%, a record high, and the government is having trouble reducing the deficit to a level required by Europe's economic and monetary union.
