From Allbright to all-murk

Article Abstract:

US secretary of state, Madeleine Albright appeared to lose strength from May 1997. She sought to pressure Israel to co-operate on a peace plan, and was not backed by President Bill Clinton when Israel did not co-operate. She did not succeed in persuading Middle America of the need to contain Iraq's Saddam Hussein. Congress has failed to pay past debts to the United Nations and opposes a number of policies of the Administration, such as links with China. Foreign policy has to tread between criticism of lack of direction and criticism of risking soldier's lives. Under other circumstances, however, Albright could have fared better, for example if Clinton had not faced scandal allegations and had backed her.
