Article Abstract:

Germany plans to grant more work permits to East Europeans and Indians to meet demand for specialists in computing. This measure runs counter to the views of most Germans, who oppose additional immigration. Immigrants account for a tenth of the German population, excluding returned ethnic Germans, and the numbers of immigrants are higher than for any other EU country. Refugees are treated generously. Many immigrants are seasonal workers, so immigration levels are not as high as they first appear.

The German government is trying to assuage anti-immigrant sentiment by amending its constitution to restrict the flow of political refugees. President Helmut Kohl is trying to gain the support of Social Democrats needed for the amendment.

Issues related to labor migration into Germany, and public perceptions of migration are examined in detail. Companies favor increased labor migration, but there is some opposition among the public.
