General Park, Citizen Kim

Article Abstract:

Former General Park Chung Hee, who ruled South Korea for nearly 20 years, is still highly regarded by South Koreans. Despite the fire he came under for human rights violations, particularly after the Yushin Constitution of 1972, he led the transformation of an impoverished, war-torn country into a fast-growing industrial state with a well-educated middle class. He is remembered also for the way he instilled self-confidence in the minds of South Koreans who had suffered from years of war and occupation. This self-confidence allowed a dissident like current Pres Kim Young Sam come to power.

Fighting South Korean corruption

Article Abstract:

South Korean Pres Kim Young Sam should broaden his anti-corruption effort to include not merely the targeting of individual politicians and government officials but also the conditions that give rise to corruption. Three aspects of corruption must be dealt with for Kim's policy to have more than a temporary effect. First, closing the gap between the public and private sectors would reduce one of the main motives for corruption. Second, penalties must be applied unwaveringly. Third, the South Korean public needs to be more aware of the problem.
