Article Abstract:

There has been an increase in the number of asylum-seekers in Britain to 71,000 in 1999 from 46,000 in 1998, and the British government aims to disperse them in order to avoid problems arising from concentrations. Asylum seekers often prefer to make their own decisions about where they live, and they are not being welcomed by towns north of London, England. There have been problems with transportation and housing. These factors have hampered the government's efforts. Refugees may also want to use support networks from their own communities, and dispersal schemes may prevent them from doing so.
