Article Abstract:

The shock therapy policies Russia wishes to impose upon its industry and economy may be circumvented by the central bank, which has proposed bailing out debt ridden businesses. This would be a major setback for reform and would undermine the $24 billion aid agreement with the West.

The economy of Russia is faltering, but it has not collapsed yet. Russians should take hope from the growing economies of Poland and other Eastern European countries. The money supply must be reduced and credit rules must be tightened.

Credit between businesses in Russia has risen at an alarming rate, currently standing at about $10 billion. Russian businesses have been giving each other loans free of interest, in order to maintain trade and output.
