Europe's elusive foreign minister

Article Abstract:

The European Union's proposed new representative for common foreign and security policy, who is due to begin work in 1999, will be attached to the Council of Ministers, holding the rank of secretary-general. He will be responsible for a policy planning and early warning unit, which will assist in planning foreign policy. Many observers feel that this unit will form the centre for an European Union foreign ministry. The pace of growth of the unit will be largely determined by the character and abilities of the new representative.

Lord Owen's partition plan for Bosnia was rejected by Muslim Bosnian president Alija Izetbegovic on Jun 23, 1993. The Owen peace plan is mired in disputes between Muslims over who should represent them in the talks.
