Growth: look back and learn

Article Abstract:

The first report from the Chancellor's panel of independent forecasters was published three years ago amidst a national mood of depression. It predicted that unemployment numbers would increase to over three million with a risk of underlying inflation rising in the medium term. It seemed unlikely that the public sector borrowing requirment (PSBR) would be reduced. However the then Chanellor, Norman Lamont announced measures to reduce the PSBR, domestic slack was taken up by external demand and the unemployment figure is currently lower than predicted in the report.

Actual production was also found to be the responsibility of municipalities.
