Agency pressures Shinsei

Shinsei Bank Ltd. has been ordered by the Financial Services Agency to design an aggressive plan that will pump up its lending to small and medium-size borrowers. Shinsei is the first lender in Japan that was purchased by foreigners is is attempting to conduct itself under strict Western banking guidelines. The article details Shinsei Bank's operations.

Article Abstract:

The failing health of the Japanese banking industry reflects the lack of decisive and concrete strategies to salvage the market from its total demise. Despite a deadline set for Feb 15, 1999 for the submission of restructuring programs demanded by the Financial Restructuring Agency, banks continue to defy the order. This attitude can be attributed to the Japanese corporate culture which protects the status quo. However, banks' compliance with the agency's plans may still be not enough to finally revive the ailing bank industry.
