The UK has been cutting its prison budget under Home Sec Michael Howard, The system had been following the report of judge Lord Woolf, which claimed education, rehabilitation and home links were the key to reducing returns. DIsmantling these program and concentrating on security is a serious error.

In defence of prisons

Article Abstract:

The UK Home Secretary believes the increase in prison population has caused the drop in crime, and maintains that certain imprisonment is the best deterrent. He proposes mandatory life sentences for second-time sexual or violent offenses and minimum sentences for career burglars and drug dealers.

The basic rights of the British have been whittled away by the Hoe Sec. Michael Howard. These losses include no redress for police searches without court orders, and detention for up to seven days. The UK is in need of a Bill of Rights. The legal powers of the government have been overextended.
