Public expressions of opinion are not encouraged in countries, which do not have democracy. For example, city planning cannot be criticized, as it is government planning which is heightened by the fact that there is no differentiation between architects and engineers and civil engineers run the combined profession.

Tallinn is one of the most beautiful small cities in Europe, looking down on the red-tiled roofs from the castle rock, it revealed as not quite what it seems. Much progress is made with saving the old town's face however many of the courtyards are still semi-derelict.
