India's new government marked by reformer's absence: political crisis ends with Gujral at helm but questions over coalition's stability remain

Article Abstract:

India's new prime minister, Inder Kumar Gujral, was appointed to replace former prime minister H.D. Debe Gowda, who was overthrown on Apr. 11, 1997 in a vote of confidence. Foreign investors and India's trade bodies were not very happy about the left-leaning Gujral's appointment to the post. Congress, however, continued to support the budget policy of former Finance Minister P. Chidambaram who resigned because of his Tamil Manila Congress party's disagreement with other parties in the ruling coalition over the selection of a new leader.

BJP faces other hurdles: Upper House of Parliament could stymie party

The Bharatiya Janata Party (BJP) of India may encounter bigger problems as it will still be far outnumbered in the the Upper House of Parliament even if BJP gains a majority in the Lower House. The predicament underscores the exigency for the BJP to make further compromises in order to draw coalition partners. BJP's badgering over the planned liberalization of telephone services caused a standstill in the Parliament for almost a month in 1995.
