Indonesia's taxed decentralization process

Article Abstract:

Indonesia's effort to decentralize has left many provinces feeling abandoned and pressured to raise more revenue, so the local governments are instituting new taxes and levies, largely because the process of decentralization, which was hastily initiated, is fundamentally flawed. The Indonesian system and Law No. 22 on regional autonomy and Law No. 25 on the fiscal balance between the central and regional governments are discussed.
