Issues held to ransom

Article Abstract:

Public confidence in Phi Pres Fidel Ramos' government seems to be waning because of the recent spate of kidnappings perpetrated against the Chinese community in the Philippines. The kidnappings have not been stopped, despite Ramos' appointment of Vice Pres Joseph Estrada as head of the Presidential Anti-Crime Commission (PACC). Evidence unearthed by the PACC shows the involvement of police officers in some of the kidnap-for-ransom syndicates. Additionally, bickerings between Ramos' officials seem to point to a lack of direction on the part of the administration.

Article Abstract:

Philippine law is so involved that it frequently holds up business activity irrespective of its impact on foreign investment programmes. The government, attempting to operate as a democratic organisation, is inadvertently holding up business deals because of politically-motivated legal processes. Hong Kong port manager Hutchinson Port Holdings was expecting to receive the go-ahead to operate a port in the Philippines but was shocked to hear that the project had been offered to other bidders. Other cases are cited.

Article Abstract:

The kidnapping of American businessman Michael Barnes on Jan 17, 1992, has caused panic among some members of Manila's foreign community. The latest crime against foreigners may affect foreign investments in the Philippines and even influence the outcome of the 1992 presidential elections. The recent wave of violence against foreigners may render the foreign invest law, passed recently to attract investments in the country, ineffective.
