The United Kingdom Mar 1999 Budget will be delivered by chancellor Godron Brown, who appears to have authority and freedom of maneuver, but in reality he has little scope for action. He is committed to tight fiscal policy with current spending to be nomore than tax revenue for the economic cycle as a whole. He needs to obtain more funds if more is to be spent on the poor. He cannot use higher income tax rates to fund spending for fear of losing votes. He has carried out some redistribution, with the married couple's allowance reduced and a tax credit for working families introduced.
