Must-carry rules

Article Abstract:

The must-carry portion of the 1992 Telecom law is aimed at cable operators whom Congress feels have too much power over broadcasts and virtually no competition within their communities. The law, challenged by the operators, is being reviewed by the Supreme Court after a lower court upheld the must-carry rule. The complexities of the case do not allow prediction of the Supreme Court's possible decision on this matter.

The metaphor of distributed intelligence

Article Abstract:

Adherence to the outdated methaphor of factory will keep science policy from progressing. Some Congressional leaders believe in continually cutting costs while producing the same old product. The modern concept of massive parallelism makes a better metaphor for politics and public policy.
