When in roam

Article Abstract:

The United Kingdom environment minister, Michael Meacher, has announced plans for legislation to give access to moors and hill country involving some 1.6 million hectares. This measure has popular support in the UK, and the cost in terms of maintaining stiles, paths and the like is low, at some $4.8 million annually. The Countryside Landowners Association opposes the measure. The government has lost an opportunity for a policy of access using the argument that urban taxpayers subsidize the countryside in a number of ways.
