Korea approves power restructuring plan

Article Abstract:

The Korean Ministry of Commerce, Energy and Industry (MOCIE) plan to restructure the nation's electricity industry has won approval from the national government and will proceed in two phases. Phase one, scheduled to begin in Oct 1999 and continue through 2002, will set up a competitive power-generation pool, spliting up Korea Electric Power Corp's thermo and hydroelectric generation plants into subsidiaries for gradual privatization. Phase two will take place from 2003 to 2009 and will establish a wholesale competitive market with a 10-person Electricity Committee of specialists from both government and the private sector to provide regulation and oversight. This broad framework is radical, but details still have not been worked out.

Korea government preparing power blue-print

Article Abstract:

In its attempt to pull out of the recession, the South Korean government is planning to reorganize its power industry. Korea Electric Power (Kepco) has already hired ABN AMRO Rothschild for consultation on restructuring the company into separate generation, distribution and transmission companies. The restructuring may involve a pool like the one used in Norway. The country's independent power producers (IPPs) would also be involved in this model, if it is chosen.
