Article Abstract:

As part of the reform project for the French Ministry of Agriculture's central administration, the support services for processing companies, which up to now came under the General Food Department (DGAL) will now come under the Production and Trade Department (DPE), which will be renamed the Department of Economic and International Policies. This reform also eliminates any food industry organisation as such within the DPE. The new Department of Economic and International Policies will be organised into three services: the New Market service, the International Relations service, and agricultural and food industry subsidiaries. This service, in addition to the Aid Management Mission, will revolve around three sub-departments: agricultural and industrial strategies, plant products and crops, and stock breeding and animal products. This reform project also puts other services, such as market management, agricultural product orientation, and the development of food industries, under the Economic and International Department. Because of this reform, the DGAl will also lose labels and quality signs. This reform project is to be presented by the Council of State in October 1998.

Article Abstract:

The Champagne Cooperatives' Federation feels that it is too light-weight in the champagne industry. It sells only around 9% of its output under its brands and the cooperatives' land in vineyards increased only 10% over ten years, while the vineyard land in the Champagne area rose 20%. The Federation stresses that the cooperatives must have a brand in order to approach the supermarkets and hypermarkets. Sylvain Delaunoi, the president of the federation intends to persuade the wine growers that this is necessary.
