Nurses in Quebec who have been on strike have returned to work, despite rejecting an agreement that their labor union had negotiated. Fiscal austerity had led to an increase in labor unrest in the public sector in Canada. Nurses may join other public sector employees in seeking a bigger pay increase in Quebec. This could lead to confrontations in fall 1999, which could undermine the hopes of separatists in Quebec. There is a high level of popular support for nurses in Quebec, where labor unions have become less enthusiastic about independence.
