Article Abstract:

Asian Development Bank (ADB) is being criticized for showing greater interest in its own concerns than in making loans to help poor nations grow. In addition, the US, which is the ADB's largest shareholder, has complained about the shabby performance of many ADB-funded projects. The Clinton administration has continued the hostility of its Republican predecessors by coming out against the ADB's request to increase its authorized capital to $46 billion. Japan, ADB's second-largest shareholder, is bound to clash with the US since it supports the increased capital.
