Move by Patten to slash quota on foreign labor pleases no one

Hong Kong Gov. Chris Patten caved in to demands by labor unions and grassroots political groups to bring down the colony's 3.5% unemployment rate by slashing the foreign labor quota from 25,000 to 5,000. This provoked criticism from Hong Kong businesspeople, who believe that manufacturers who are unable to satisfy their need for semi-skilled foreign labor will move to China, thus further aggravating the colony's unemployment problem, which is the most serious in 10 years. Patten also expressed confidence in the newly elected Legislative Council, but threatened to use his veto power to reject legislation that he thinks will work against Hong Kong's best interests.

Hong Kong business leaders take umbrage at Gov. Patten's remarks

The Hong Kong business community has reacted negatively to Gov. Chris Patten's accusation that they have failed to stand up for the colony's interests. In a letter sent to UK Prime Minister John Major, several business groups charged that Patten's remarks were inappropriate and unjustified. Major has, however, proven to be less than sympathetic to the business leaders, telling them in his reply that their criticisms were misplaced and that they should even be grateful to Patten for working so hard to promote Hong Kong's interests.

Hong Kong Gov. Chris Patten criticized China's plans to replace the democratic reforms he instituted. Patten also attacked Hong Kong residents who compromised their autonomy for personal favors offered by China. Pro-Beijing supporters and Chinese officials blasted Patten's comments and indicated that these may strain UK-China relations. Hong Kong will be reunified with China in July 1, 1997.
