Article Abstract:

The market crisis in Southeast Asia presents an unfamiliar challenge to the International Monetary Fund. South Korea's economy is not poor like those of Africa, or in transition like those of Eastern Europe. The traditional IMF approach of tight fiscal and monetary policy is not useful in this case.

The substantial profits gained from collecting interest on credit-card loans has caused banks to inundate potential customers with credit card solicitations in the mail. Credit-card loans have been increasing at the rate of nearly 20% per year since 1994.
