Non-President Yeltsin

Article Abstract:

President Boris Yeltsin lies sick in hospital, and there is a need for a transfer of power to tackle the country's problems. Yevgeny Primakov would hold the presidency for a three month period if Yeltsin were to step down from power, and Primakov has achieved approval at an international level. Primakov could win an election to be president, though he may not wish to take on this role. Alexander Lebed and Yuri Luzhkov are the other main candidates and they are less appealing than Primakov. There are risks involved in a transfer of power, but they are less than the risk of keeping a sick president in his role.

The ailing health and advanced ages of China's Deng Xiaoping, Russia's Boris Yeltsin, and president Suharto of Indonesia have given rise to speculation over the stability of the governments of their respective countries. Their abilities to govern are now viewed with scepticism by other countries.
