New Hong Kong governor Chris Patten is walking the fine line between increasing the democratic process and not angering Chinese officials. Voters in Hong Kong are determinedly pro-democratic, but the island's future prosperity may depend upon not provoking a strong reaction from China.

China is applying considerable pressure on Hong Kong and its governor Chris Patten. Proposals Patten has made to further democracy in Hong Kong have angered the Chinese, who see them as a circumvention of their reunification agreement with Britain.
