Strength from adversity: President Kim turns poll defeat into political victory

Article Abstract:

South Korean Pres Kim Young Sam announced on nation-wide television on Aug 12, 1993 that anonymous or false-name financial accounts, a prime feature of the country's money-driven and often corrupt political system, had been prohibited. The announcement helped save Kim's Democratic Liberal Party from total defeat in the Taegu and Chunchon by-elections due to a vote-buying scandal revealed by the opposition Democratic Party. Kim may hope that the reform will diminish the power of his party's conservative faction.
