Patriotism is enough

Article Abstract:

A defecting Chinese diplomat, Feng Baoshing, made the headlines in Hongkong when he was reported by Britain's Sunday Express as saying that Peking keeps a list of Hongkong residents whom it considers as obstacles to regaining Hongkong. China's Public Security Minister Tao Siju denied that there is a blacklist, but said that Peking will deal with dissidents and criminals alike based on their patriotism. Tao's remarks drew attention away from the blacklist issue and towards the quality of justice and crime control when China takes over Hongkong in 1997.
