Pattern fails on rights report: Britain defers obligation despite request by UN

Article Abstract:

Britain's failure to respond to UN requests for reporting on human rights in Hong Kong to the UN only encourages China in its refusal to provide such human-rights reports after taking control of the colony in 1997. China has accepted the applicability of two important human-rights conventions to Hong Kong, but denies that it must make the reports to the UN specified in the agreements. Britain was due to make such a report in Aug 1994, and still has not done so, offering only feeble excuses. When it does come out it will probably be the last report.

British 'perfidy' assailed anew

Article Abstract:

There is strong feeling of resentment among Hong Kong's ethnic Chinese about the way in which they have been treated by successive UK governments. The UK has denied Hong Kong's ethnic Chinese the right to live in the UK, but has been willing to give this right to residents of other British colonies. The proposal by Foreign Secretary Robin Cook to give full British passports to all citizens of the UK's remaining colonies is likely to finally eliminate any positive feelings Hong Kong's ethnic Chinese may have towards the UK.

UN to examine Patten report

Article Abstract:

Britain has long deceived the United Nations Human Rights Committee regarding Hong Kong, and now that history is about to further hurt the colony. Despite extending to Hong Kong the International Covenant on Civil and Political Rights in 1976, the British govt never changed any laws, insisting they were all in keeping with the covenant and that no bill of rights was needed. It changed its tune in 1989, but now China points to those claims in saying recent liberalizations should be repealed.
