President Bush promised Israeli president Yitzhak Rabin $10 billion in loans to help Israel absorb immigrants from Russia and other countries. In return, Rabin agreed to end Jewish settlements in the West Bank and Gaza Strip.

The sixth round of Jewish-Arab talks in Washington, DC, failed to yield much progress. The Israelis expressed a willingness to withdraw from some of the Golan Heights, while Syria asserted that it wanted complete withdrawal.
