Article Abstract:

The UK Department of Environment's guidance note PPG1 confirms that design is a new emphasis in the planning system, together with mixed-use development and sustainability. The new rules mean that applicants will have to submit a design statement with their planning applications. The Royal Institute of British Architects generally welcomes the new feature. However, the 'plan-led' system will become increasingly difficult under the new guidelines, mainly because of the long period between planning and construction.

Article Abstract:

A survey by the CBI shows that over a third of retailers expected to expand their property holdings over the coming months. However they continue to favour out-of-town sites for expansion, in conflict with government policy. The draft revised PPG6, Town Centres and Retail Development, reiterates the government's commitment to urban regeneration and determination to revitalise town centres by encouraging developers to invest in them.

Leadership changes aim high
