Public service contract: the unfinished article

Article Abstract:

The European Community is in the final stages of adopting a directive relating to the co-ordination of procedures for the award of public service contracts that should be implemented by Jul 1 1993. Article 1 of the directive defines public bodies and the types of tendering procedures. Article 7 provides a contract threshold value below which the directive does not apply. Conditions whereby authorities may award contracts and rules for design competitions are given in articles 11 and 13. The British government's proposals to extend competitive tendering are also relevant.

Article Abstract:

De Beers, industrial diamond concern, is now working from redesigned workshop and office facilities at Charters, its building in Berkshire. The work, carried out by ORMS and Ove Arup & Partners, has overcome environmental problems in the workshop with dust and fumes, and teamwork has been improved by removing all internal walls on the ground floor and forming open plan work areas from the cellular offices.
