Article Abstract:

The French Revenue Court has issued an auditor's report on seven ministries, and has criticized the Ministry of Finance in particular. Tax exemptions and 'off budget' spending are among the practices criticized. Sick leave can extend holidays by three weeks a year, and sickness periods often follow on from holiday periods. There were some 2.68 million people employed in France's civil service in 1998, though the budget was for nearly 2.3 million employees. Around five million people workd for the state, icnluding local municipalities and the health service.

French president Jacques Chirac and prime minister Lionel Jospin may seem the only real candidates for the May, 2002, presidential election, but many other candidates remain hopeful. These include Trotskyite Workers' Struggle leader Arlette Laguiller and the National Front's Jean-Marie Le Pen.

The two conservative parties of France propose that a primary system should exist for choosing presidential candidates. Giscard d'Estaing favors a merger of the two parties, while Jacques Chirac believes that an American primary system would be best.
