Reform Japan's hidden lawmakers

Article Abstract:

Japan's regulatory reform efforts are bound to flounder since they do little to curb the power of the country's bureaucrats. However, the initiatives announced by the Obuchi cabinet are welcome since they should lead to a streamlining of administrative decision-making, a development that should speed up the process of change in Japanese policy-making circles. In the end, regulatory reform will only become truly effective when the legislature rather than the ministries drive policy, a scenario that can only occur if the bureaucrats become less secretive and more accountable.

Japan's steady struggle against elitism

Article Abstract:

Transparency in government activities is increasingly becoming widespread in Japan, reflecting citizens' efforts to get involved in important government decisions. Local authorities are among those subjected to citizen scrutiny regarding their public works programs and utility charges. The public has also begun investigating deliberations made by government commissions who tend to come up with conservative reports on reform and deregulation.
