Return to arms

Article Abstract:

Fighting has returned to Mindanao in the Philippines. Philippine President Fidel Ramos believed that a peace accord signed with the leader of the Muslim Moro National Liberation Front in Sep 1996, giving autonomy to a region of four Mindanao provinces, had ended 27 years of unrest. However, the more radical Moro Islamic Liberation Front has been involved in violent clashes with the armed forces during Jun and Jul 1997. Thousands of people have fled from central Mindanao, and hopes of a blossoming of economic prosperity in Mindanao are fading.
